EB-5 Program

The EB-5 Program

The EB-5 Program offers a pathway to U.S. citizenship for foreign capitalists investing in job-generating ventures for a period of no less than two years; the program is administered by the United States Citizenship and Immigration Services (USCIS).

This map is intended to help determine if an EB-5 applicant project site is in a targeted area for the City of San Antonio.

Projects that are in either a SA Tomorrow Area and/or an Opportunity Zone will be subject to the targeted area guidelines. Projects that do not fall in either of those areas will be subject non-target area guidelines.

Please note that certain SA Tomorrow Areas have specific project type exemptions/restrictions and consultants are encouraged to review those carefully.

There are two ways to use the map:

  1. Enter the project site address in the search bar above the map; or
  2. If a project’s address isn’t defined yet, zoom in on the area where the project will be located by using your mouse or the (+) and (-) tools.

All project sites and census tracts must be in the city limits to qualify.
